Mr. President. I ask unanimous consent to introduce for appropriate reference a bill to amend the act entitled "An act to prohibit certain subversive activities. to amend certain provisions of law with respect to the admission and deportation of aliens." and so forth. The bill merely adds a fourth paragraph to the part of the act which deals with what constitutes unlawful -activity against the United States. The bill simply adds the provision that it is unlawful for any person "to receive any money. pay. compensation. consideration. or thing of value for knowingly and willingly. advocating. abetting. advising. or teaching the duty. necessity. desirability. or propriety of overthrowing any government in the United States." It seems to me to be an unusual thing that it has never been made a crime in the United States for individuals who believe in communism and want to impose it upon us. to preach communism for pay. and be in the pay of the Communist Party. socalled. the main purpose of which is to subvert the Government of the United States.
