Mr. President. as I have said. this is a matter of vital concern to the American people and to their representatives. My reasons for that statement are. first. that this Is the first time. except during a war emergency. when the question of authorizing the importation of foreign contract labor into the United States has come before the Senate. We protect our American labor with tariff walls. If -we are to Import foreign contract labor .to compete with the American workingman in canneries. in citrus orchards. or in sugar beet fields and refineries. are -we willing to import labor to work in .automobile factories. garment factories. steel works. and elsewhere in our industrial life? Mr. President. involved in this bill is a principle of farreaching implication which should not lightly be considered by the American people or their representatives.
