Mr. President. I usually agree with the distinguished Senator from Michigan because I have confidence inhis judgment and I follow his leadership in respect to foreignrelations problems. but I cannot agree with that particular statement. I have seen so much of socalled international spending. so much of socalled cooperation. under which the United States of America has actually paid the bill. that I think the time has come. if we are to go into these international organizations. when we should appraise our experience with UNRRA and other organizations. I think it would be more economical for the United States to take upon its own shoulders this responsibility. spend its own money as it feels it should for relief and for refugees. rather than to put it into the pot of an international organization.
