Mr. Speaker. I expect to devote the time which has been so graciously allotted to me to the discussion of a very important subject. That subject is immigration. The movement of people in all countries is the story of the development of civilization. Human beings and their personal wants and inclinations have been the main consideration of all governments. .Probably no government in" the history of the world has a more illustrious history from the standpoint of the movement of people than our country has. From Christopher Columbus to St. Augustine to Jamestown and Plymouth Rock is a very short time when we consider the whole history of man.
