The administration of this authority will be subject. however. to -the scrutiny of the Bureau of the Budget and the approval of the Congress in connection with any appropriation requested .therefor. The- bill authorizes appointment and employment in the Philippine Islands of persons who are not citizens of the United States and to establish pay scales commensurate with such positions. Under existing law there is no authority which would authorize permanent employment of noncitizens. This provision is thought desirable because of the living conditions in the Philippines which makes it improbable to secure the services of enough citizens of the United States to administer properly all of the provisions of this measure. The bill provides that while in the Philippine Islands. employees of the Veterans Administration and members of their Immediate families. if citizens of the United States. shall be eligible for hospitalization and medical care at the charges and rates established by the Administrator.
