Nor do I know of any more definite and specific issue that could have been dravn with the Soviet Union regarding human rights and fundamental freedoms than were drawn. for example. by our distinguished Secretary of State in respect to the very thing the able Senator from Nebraska particularly referred to. namely. the status of displaced persons and refugees. I refer to the Secretarys refusal even to consider a treaty with Austria so long as the price was the immediate involuntary repatriation of 500.000 poor victims of displacement. including patriots from the heroic Polish Army of General Anders.
