Speaker. before the distinguished gentleman from Kansas. the ranking minority member of the House Committee on the Civil Service. made his remarks I had the privilege of talking with him informally. I am sure he knows the views I have taken. not recently but over a long period of years in reference to any individuals who are employed within the Federal Government but are not Americans. We do not desire to. classify people in Government service or beliefs but we do insist that they be Americans. Whether a man be a naturalized or- nativeborn citizen is not important. The vital consideration is that he be an American.
