Session #79 · 1945–47

Speech #790109679

As I read the report on the bill. under existing law an immigration officer may arrest an alien only if he sees him either entering or trying to enter this country unlawfully. The bill would enlarge his authority so that he could arrest a person even though he did not see him entering. Also it would permit him to go aboard any vessel in our territorial waters. or enter any automobile or railroad carriage. without a warrant. and arrest such a person. In other words. if onewere driving his car along the highway. he could be stopped by an immigration officer who might say. "I want to look through your car. I believe you have an alien in there." It seems to me that that is going pretty far.
