The bill would permit the detention of such an individual for the time being. The Attorney General feels that the bill is necessary in order to prevent the escape of persons sought to be arrested while the officer is undertaking to obtain papers. If a person can be detained in. the meantime. a warrant can be procured and served without letting the person get away. It seems to me to be a proper measure. The comniittee considered it and heard the testimony of officials of both the Immigration and Naturalization Service and the State Department. We also have a letter from the Attorney General.
