We need to get back to the fundamentals and the bedrock idea that the highest type of political society that has yetbeen developed in this world and one which will at the same time work is the type known as a nation. Our action in the last Congress in modifying that act could be. in my opinion. justified only on the basis of a war emergency and on no .other ground. There were sound and controlling reasons why the Chinese exclusion law was passed. Every one of those arguments presented back in 1894. or whatever time it was. are controlling and fundamental in connection with our approach to this Indian question.
