I rise for the purpose of registering my opposition to H. R. 3517. now under consideration. As I understand the object of this bill. it would amend our immigration laws so that 100 people from India could come to this country annually for the purpose of permanent residence. I amopposed to that. not because a hundred of those people would affect the situation in the United States one way or the other but because. in my opinion. this bill Is a step toward demolishing all of the safeguards that the immigration laws of the United States have thrown around the people of this country. We need now. more than ever at any other time in our history. the safeguards of our immigration laws. Mr. Chairman. it is time to make up our minds that this war No. 2 is over.
