In the years 1925 to 1944 about 1.020 persons came in under the Indian quota. but they were English. Dutch. or French. or other nationals who had been born in India. but Indians. as such. could not use their quota because they were racially ineligible for citizenship. Under the Nationality Act. they were in the socalled barred zone. Because they were not able to be naturalized they were unadmissible despite the quota. Under the instant bill. the 100 quota will cover all born in India as well as Indians born outside of India. but of those born in India. probably only a few of them would be Indians coming in under the bill. Others would include primarily French.
