It is furthermore of great-. er importance to us to try to engender good will toward our country among every people in this world. We must deal with vision and understanding. not only for the sake of other peoples. but of our own children. The instant bill does not change by one single syllable the number of people. who can enter this country under the immigration laws. It merely says that of the quota of 100 persons forIndia a portion of that number may be filled by native Indians. and that all of it does n6t have to be filled by European people. It seems to me that the heart and soul of this move on the part of the Congress. therefore. is simply to accord a decent share of respect to some 350.000.000 -human beings.
