Hassett. secretary to President Truman. urging the enactment of this legislation. The principle behind this legislation is the same as that of the Chinese case. as has been pointed out. This bill does not change any of the requirements for immigrants. it doesnothin- except to give India a quota which would be about 75 numbers a year. In 100 years there would be about 7.500 East Indians. providing they qualify mentally. physically. and morally. The masses of the Indians are not coming here. It is the merchant of India who is seeking to trade with the United States who will come. He carinot now come except under a visitors visa and he must apply monthly for an extension of time to stay here under such a visa. All they are asking is that the discrimination against 390.000.000 people as a race be removed and that the few Indians in this country be allowed to apply for citizenship. Most of the sons and daughters of the Indians in this country have served in our armed forces.
