Unhappily. my earlier estimate of the number of the victims of Hitlers diabolical plan of mass extermination of a people was an underestimate. During all those horrible years. Mr. President. the British white paper was in force. This paper restricted immigration into the Jewish homeland. and authorized the admission of only 10.000 Jews a year. Unquestionably. many hundreds of thousands of these 5.000.000 Jews might have been saved had it not been for the white paper. So thorough was Hitlers work and so effective was the British prohibition against admission of Jews into the land which was set aside after the First World War as a haven for them that there remain in Europe today less than a million and onehalf Jews.
