I want to emphasize by repetition the explanation I made to the gentleman from California [Mr. HirsHAW]. Under existing law a citizenchild. whether he acquired citizenship through birth or naturalizationand a majority of these children did acquire citizenship through birthloses his citizenship through the naturalization of a parent in a foreign country if the child attains the age of 23 years without acquiring permanent residence in the United States. so that the child might not have lost his citizenship through any fault of his own but through the act of his parent. The law gives him until he is 23 years of age to take up residence in the United States. The present law is adequate for real young folks. who can return to the United States when transportation becomes available prior to their twentythird birthday.
