I believe. on September 16. 1940. At that time it covered boys up to 21 years of age. That was the minimum age. Suppose that a father and mother who had resided in this country had a 20yearold boy whom they desired to see escape the draft. and had left the country for that purpose. and found it to their advantage in the country to which they went to become naturalized. I take it that boy would have become naturalized. but under this act he would have until 1947 in which to return to the United States and elect to continue his citizenship.
