The result can only be to give the people of the country a feeling that the system is not a sound insurance program. The basic reason why this insurance plan must be looked at on a longrun basis is that the number and proportion of aged persons in our population is steadily growing. Among the main reasons for this are the longerlife expectancy. the decreased birth rate. and -the decline in immigration. In 1900. there were only 3.000.000 persons 65 ycars of age and over. representing 4 percent of the population. At the present time there are nearly 10.000.000 persons aged 65 and over. representing over 7 percent of the total population. and within 40 years it is estimated that we may have over 22.000.000 persons aged 65 and over. representing from 14 to 16 percent of the total population.
