President. I call attention to the fact that section (g) of our bill makes it mandatory upon the Attorney General to bring action to cancel the citizenship of those who have by their course of conduct or utterance indicated that they adhere to or bear allegiance and fidelity to a foreign country. The second paragraph makes those who have lost their citizenship under the provisions of paragraph (i) or (j) subject to deportation under the immigration laws of the United States. Mr. President. we could have made our bill broader. but we have confined it to those who. without question. are not citizens of the United States at heart. and who have admitted by writing or utterance that they owe allegiance to a foreign country.
