One only needs to stand on the shipping docks of the Japanese ports and take special note of the millions of bags. bales. crates. bundles. and cases addressed to the merchants and distributors located in practically every port on the globe. Wrapped In these cargoes are the flesh and blood of Japanese life. But it is flesh and blood which exclusion acts. as ordinaily thought of. do not keep out.
