I tell you it cannot be done. Let us not make that mistake. Mr. Chairman. the passage of this bill in its present form may bring on some bitter controversy in the courts. Let me illustrate. Heretofore our restrictive immigration laws have made no mention of nationalities or peoples by name. For instance. nobody is admitted or rejected because he is or is not a.Briton or an Irishman or a Swede or a Chinaman. They are admitted for citizenship if they are white or if they are of African decent or if they are decendants from parents inthe Western Hemisphere.
