They are constructive. These are the things that will convince China of our sincere regard for them. Is it necessary then to tear apart our Immigration system to cement our friendship with China? It Is acts and deeds. Mr. Chairman. and not mere words that lay solid groundwork for sincere friendships between nations as well as men. In conclusion. I want to make it clear that I profess to be no expert in thebroad field of immigration. My opposition to this measure is basic and fundamental. I have endeavored to approach the problem as an average American trying to be realistic in my judgment and fair and just in my attitude toward a friendly neighbor.
