I had hoped the Senator from New Mexico would be in the Chamber at this time. because I desired to discuss with him one matter with relation to his remarks. In connection with his remarks about duties and obligations and what it means to visit punishment on others. let me call the Senates attention to one little incident in American history. to be multiplied 100 times. During the administration of Theodore Roosevelt a naturalized Greek by the name of Perdicardis was captured by a Moorish bandit by the name of Raisuli. Roosevelt sent a cablegram. "I want Perdicardis alive or Raisuli dead." He got Perdicardis alive. but if he had not gotten Perdicardis alive. there might have been a war. President Roosevelt might have caused the lives of hundreds of American boys to be sacrificed in order to defend the proposition that an American citizen had a right to go anywhere in the world and to maintain the freedom of his body.
