From the discussion here today one would think that the mere passage of this legislation would make these people citizens. This is not correct at all. The bill just states that they may come in now if they are qualified rather than wait 2 years to have the hearing. that is all. We have similar legislation on the statute books at the present time providing that certain other groups may do that same thing. I am certainly not in favor of letting the bars down on this immigration question. I do not think this legislation does it. If I thought so.
