I am more than ever convinced that any Member of this House after reading that address would have a pretty good picture of what the socalled Chinese Exclusion Act means to America. The trouble in our committee is that to a certain degree the Members try to set themselves up as judge. jury. bailiff. and warden. It has never been my policy to stifle any kind of importantilegislation.
