What I have to say has to do with reference to the pending joint resolution. An attempt has been made in the latter part of the debate to shift the emphasis from the importation of foreign labor to the other element of the joint resolution. namely. the transfer of domestic labor. After only a brief study of the joint resolution and only this opportunity of hearing my colleagues talk about it. yet having listened with great care and study. it seems to me that the one element which callsfor speed and requires immediate action is the element of immigration.
