I certainly do not believe that the joint resolution would suspend by implication the Immigration Act of 1924 as to quotas. There is nothing ii the joint resolution which would suspend or in any wise affect the quota system. The Senator is well aware that there is no quota in the case of Mexico and the other American Republics. The quotas apply only to Europe. and there is a provision against the importation of Asiatics. There is nothing in the joint resolution which would suspend the quotas even if. as a practical matter. it were possible to bring in aliens from Europe.
