During this period of extreme nztional emergency. when every delay may mean the difference between life and death for some fighting men at the front. the enactment of such legislation can do untold harm. Foreign seamen have demonstrated outstanding loyalty and devotion to the war effort in face of overwhelming odds to insure the delivery of vitally needed war supplies to the allied battle fronts.
