I say it was an unfair and completely false statement that Mr. Hart made before the Committee on Ways and Means. but his statement had great influence in persuading that committee to table the bill. In the first instance. most refugees who came to the United States in recent years had money. I may say to the gentleman from Pennsylvania. if he wants to have the story. No alien came to this country in the last few years who did not prove to the satisfaction of the interdepartmental committee of the State Department that he would not become a public charge if admitted. Hart must know that our immigration laws are very clear on this point. and they have been enforced very strictly. that no persons can come into this country looking for jobs.
