I want to take occasion to bring to the attention of the House an example of how that Department interprets the law. This House went on record some years ago prohibiting the payment of appropriations to aliens. In the denizens of the Interior Department has been a man by the name of Karl Eduard Lachmann. 27yearold native of Germany. who came here 5 years ago and has been Assistant Solicitor in the Interior Department since 1939. Eugene E. Cole. District naturalization examiner. presented the applicants for naturalization. In hearing Lachmanns case. Justice Maguire asked Cole "whether an enemy alien could hold such a position in the Government." Cole said his investigation had revealed that Lachmanns position was not under civil service.
