The President has designated strategic areas from which the Secretary of War is authorized to remove any resident civilian. which is a different thing from the proposal of this bill. which would give him the authority to put into concentration camps fOO.000 American citizens without giving them any trial. The additional point which I desire to make is that it is very clear from the report that the author of the bill would like to raise a fundamental- question and reverse the Supreme Court decision which holds that Japanese born in America are American citizens. It seems to me that when the. war is over we shall face the problem of working out harmonious relations with the Orient. There is no question that the exclusion act has been a sore spot for many decades. and I do not believe we ought to "monkey" with it at this time. when it is not necessary to win the war.
