I wish to take only a moment to discuss the matter. I oppose the consideration at this time of Senate bill 2293. which authorizes and directs the Secretary of War to take into custody. as he deems necessary. all persons of the Japanese race in America. whether they are citizens or not. A reading of the report on the bill makes it very apparent that its author is seeking to raise a fundamental question with -respect to our whole immigration policy. and to upset. if possible. the Supreme Court decision which originally held that persons of the Japanese race born in America were American citizens. even though their parents could not become naturalized citizens.
