If legislation is to be submitted it should be done so fter the whole matter has been carefully examined. Mr. Speaker. thewar situation has caused the question of naturalization and immigration to become more complex and more important to the people of this country. The attitude and policy of the United States toward the nations and races of the world as regards immigration and naturalization is becoming more important every day. The paramount and most important thing is the winning of the war. We all understand that.
