Because of the urgency and because of the emergency we felt that the Department of Justice should handle it. They testified they are ready to do it right now without setting up any more agencies. One of the distinguished members of the Senate committee is probably holding it up because there is a little jealousy between the Census and the Justice Department. The Census wants toget it in its hands and the Bureau of Immigration and Naturalization and the Department of Justice people feel they can do a better job. It is just a matter of which is the better way to do it.
