If the birth of a nativeborn citizen was not recorded by the midwife or the doctor with the vital statistics bureau. he couldnot findit in any court. We are talking about American citizens born in this country who have no records whatever in the courts. so they cannot go to the courts. Under this bill. the burden is placed on the applicant to prove by evidence of some kind which is satisfactory to the Justice Department hat he was born here. and the certificate will issue upon the submission of such proof. The naturalized citizen may go to the court because there is there a record of his naturalization.
