Mr. Chairman. answering further the question of the distinguished gentleman from Ohio with regard to why the bill does not provide for the applicant to go into the court of his own district and obtain the certificate. may I point out that this is an emergency measure to meet a real. existing emergency. It is not a proceeding for naturalization by any means. It is simply to provide the modus operandi whereby all red tape will be cut in behalf of our native Americans who are being barred now from employment in defense industries because of being unable to procure and present birth certificates showing that they were nativeborn.
