I believe the important features of this bill have been pretty well explained. A considerable part of this measure is more or less noncontroversial. but there are some sections that are rather farreaching if enacted into law. The bill is presented by a unanimous report of the Committee on Immigration and Naturalization. There is some controversy whether or not certain amendments that will be submitted should be adopted. I should also tell you that section 8 of this bill not only has the approval of the committee but also that it is requested by the War Department and the Department of Justice.
