I expect to explain that now because that is the heart of the bill. Section 8 deals with that section in the present law with respect to taking away citizenship papers of naturalized "citizens. Under the present law you can only take them away when you prove in court fraud in obtaining them or prove that the obtaining of such papers was illegal. Section 8 in our bill amending the present law adds one more reason for taking it away and that is if his conduct since he received his papers proves that his allegiance is to a foreign country and not to this country. That proof must be made in a court of law and it is up to the Department of Justice of this Government to prove that before the papers can be taken away.
