In other words this bill does just what I had intended to do when I introduced the first bill which is the foundation of this automatic price structure. It may be interesting for the membership to know that the principle of automatic promotions was first laid down when the JenkinsReed bill was passed. Mr. Coolidge was President at that time. The establishment of this new principle as provided in that bill rehabilitated the Immigration Service and the Border Patrol in a most wonderful manner. Of course. it involved what at that time was quite an increase in the expenditures. It involved some $600.000.
