Our law or the Constitution has no application outside our own country. He Is merely given a privilege. and that is to step up to one of our consuls and ask permission to sign an application to come to this country. We tested that out In the most important case that ever came out of the Immigration Committee in my time. It was a case that figured in this Congress for years and involved the question as to whether an alien who had not yet arrived in this country could invoke the processes of our courts. It was the case of a son of a rich man. because nobody but a rich man could have spent all of the money that he spent in trying the matter out.
