I would like to have the attention of the gentleman with respect to one other section. which is rection 301. I think the gentleman ought to take out section 301 because it is not necessary. If the gentleman will read the language of section 301. the first line says: Any alien who seeks to enter the United S Ates. Up to this time. as far as I know. in all the history of immigration legislation. no law has ever given the alien who has not yet come to this country any rights. He has never had any rights at all. All he has had under our law are privileges.
