In other words. this is the language that gives the culprit. if you want to designate him in that wayor the man who has been brought before them. the right to get into a court. Up to that time he has not been in any court. Now. does the gentleman think that this language which is used in this proposed law. which says to a board and to the Immigration Service that you may prepare regulations by which an individual can get into court. is sufficient and proper language to confer jurisdiction. I do not believe that it is. I do not believe the Congress of the United States should ever do that. in other words. give the right to a board to establish regulations which. to all Intents and purposes. are laws. Why do you not do this? Why do you not insert some language in this bill. as we did in cur bill. providing that they shall make an appeal to the court and the court shall give them the right to come into court and use the processes of the court? Until you do this. it seems to me you have simply a plain bill for restrictive immigration and for the restriction of immigrants in the country. and you do not give it the sanction that your great committee ought to do In order to observe the law and follow le Constitution and maintain your great reputation. I should like to ask the gentleman to explain that.
