In just a minute. That is what I want the gentleman to explain. and I am not opposed to that. and I am not objecting to that. but before the Judiciary Committee of this House would have any right to take up the consideration of an immigration bill it would have to have a bill that had some judicial connection or some connection with the judiciary. I remember several years ago several of us who were then very much interested in this same subject matter. had a lot of trouble in getting a bill drawn that would give the Immigration Bureau or any department of the Government the right to do the thing that you are trying to do in this bill. In other words. give a board quasijudicial power. As the distinguished chairman said. this bill does give this proposed board quasijudicial power.
