I shall be delighted to explain the amendment. This amendment does not affect the total amount of the appropriation. It merely permits $200.000 of the appropriation forthe Bureau of Immigration and Naturalization to be expended without regard to the civilservice laws. The legislation was suggested by the Department. and was inserted in the bill by the House committee. but failed in the House on a point of order. Last year the Congress enacted a law which required the registration of aliens within the United States. The appropriation last year which provided the funds with which to compensate those engaged in that work carried this identical provision.
