The committee realizes that a point of order will lie against this particular language. but there is a reason why the committee felt the language should be incorporated in the bill. This language deals with the Immigration and Naturalization Service. There is a setup In this Service of 200odd fieldservice employees. to work on the 5.000.000 alienregistration cards. The idea is to have someone do this alien work who at least has a sympathetic approach to the alien problem. It will require a person who is able to speak the language of the alien. and we felt it is such an activity that you cannot just put your hand in a hat and draw somebody out who is competent to do this work simpl. because he happens to have passed the civilservice examination.
