You will probably hear a great deal during the discussion of this rule and the bill that follows as to the constitutional powers of the House of Representatives to act. This is not exactly a new matter with me. Ten years ago when I was chairman of the Committee to Investigate Communist Activities and Propaganda in the United States the committee unanimously urged the deportation of alien agitators. I submit. Mr. Speaker. that the Congress has the power to deport any alien agitators.
