Mr. President. this amendment is suggested to carry out the recommendation which the President of the United States made by letter a few days ago. to provide a fund of $50.000.000 for the relief of refugees in Europe made destitute by invasion and by hostilities. It is not only to carry out the recommendation of the President. but it follows very closely the lines of a resolution which has been pending here. offered by the Senator from Connecticut . It is something which has been very close to his heart. and to a certain extent we have taken it out of his hands. but the amendment carries out his idea.
