Mr. Speaker. the purpose of the resolution Is simply to have a congressional committee of 5 appointed to investigate the migrant problem in the United States. In the 150 years of our experience we have never had such an inVestigation. There are 27 agencies now that have been pecking away at the problem. The American Bar Association. the American Federation of Labor. the Russell Sage. Foundation. the leading newspapers of the United States. former President Hoover. and Mrs. Roosevelt have all endorsed this investigation. saying it is the only way to go about it to get the facts on the basis of which we can possibly draft remedial legislation.
