The transfer of an employee. the promotion or demotion of an employee. are matters subject to review by the courts. In the Employees Compensation Commission alone there are more than 4.000 cases pending. If appeals were -to be had on these cases. the courts would be swamped. There would be necessary the appointment of scores of additional circuit court judges. Such matters as the award of a contract. the exclusion of an alien. the deportation of an alien. the hospitalization of a veteran. the granting of a license for a boat. benefits under the Security Actall would be subject to court review. No distinction is made. And what about the Presidents constitutional power of appointment and removal?
