My information is based upon rumors and upon hundreds of letters I have received within the course of the past 6 months from all the cities of America where our great ports are located. The authors of these communications allege that many hundreds of persons are illegally entering those ports. Some of the communications state that the writers have been unable to secure from the refugees themselves information as to whether or not they came here legally. On the other hand. as we all know. many come here legally. but remain illegally. No one knows how many jump ship annually. how many come across the Canadian borderwhich is not at all difficulthow many come into the United States across the Rio Grande. or how many come from Cuba and various other portions of the Caribbean.
